The job starts with the surface, not with the tag. What the paint is sitting on decides what will take it off without taking the wall with it, so the material is read first — brick, block, stone, render, timber or metal — and everything after that follows from it.
Removal matched to the substrate
Then the proper stripping technique for that material, at industrial strength: chemical stripping where the surface will take it, pressure washing where it will not, and a fresh coat from the same crew where removal alone would leave a shadow of the piece behind.
